Muammar Julkarnain
Managing Director

Muammar Julkarnain joined Smart Sabah in February 2023. Previously, he was the Senior Partner of Messrs Jumahad Julkarnain & Ahmadshah since July 2004 where he actively involved in advising government agencies, corporations and financial institutions on corporate matters, contractual disputes, joint ventures, financing and modern corporate governance.

He commenced his career specialising in criminal, commercial and corporate litigation. He is currently the Chairman of Sedco Communications Sdn Bhd, a subsidiary company of Sabah Economic Development Corporation (SEDCO) Group, providing telecommunication infrastructure services in Sabah.

Muammar Julkarnain is a British Chevening Scholar and was awarded “The Chevening Scholarship” by The Foreign and Commonwealth Office, UK to pursue Master of Laws (LLM) Degree at University of Leeds. He also holds a Master of Business Administration (MBA) degree from University Malaysia Sabah (UMS) and a Bachelor of Laws (LLB) degree from International Islamic University Malaysia (IIUM). Actively involved in community service, he currently serves as the Vice President of Malaysian Chess Federation (MCF) and the President of Sabah Chess Association (SCA). He is also a member of Sabah Law Society (SLS) and Chevening Alumni Malaysia (CAM).

Nonny Atika Yahya
General Manager

Nonny has been part of the management since July 2021 and was one of the first to be responsible on the course of rebranding Smart Sabah. She was once a former Government Servant who has served the Sabah State Department of Islamic Affairs for almost 10 years.

She had been working closely with Advanced Business Systems Consultant Sdn Bhd as Programme Coordinator and Trainer for the ICT & Language Training Programme under Ministry of Human Resource Development & Information Technology (KPSKTM).

Equipped with the knowledge acquired from her Masters in Business Administration (MBA) and Bachelor Degree in Education (TESL) as well as experiences serving a few companies including Toyota Capital Malaysia and Industrial Training Institute under Ministry of Human Resources, she is now responsible in ensuring improvement in efficiency and increasing company revenue growth while managing the company's overall operations.

Llyana Shazwani Kemis
Manager (Finance & Account)

A Certified Chartered Accountant with the Malaysian Institute of Accountants and also with Association of Chartered Certified Accountants (ACCA) (UK). She has more than 9 years of experience in preparing and auditing financial statements and handling the financial matters of commercial companies, including but not limited to high profile engagements, including investment holdings, tourism, oil palm plantations, forest plantation developments, construction contracts, property developments and government statutory bodies in Sabah.

Previously, she held various positions in V.V. Tham & Co, PKF Malaysia, Ernst & Young Malaysia and Tanjung Aru Eco Development Sdn Bhd. She’s also a qualified Company Secretary registered under the Companies Commission of Malaysia and was appointed as the Company Secretary of Tanjung Aru Eco Development Sdn Bhd in 2021. She had also provided consulting services to Sabah business owners who wanted to enhance their accounting practises and deal with internal control issues within their companies.

Chi Yin Phin

He joined Smart Sabah in March 2023. He graduated with Bachelor of Computer Science from UTM Skudai, Johor and have obtained major Diploma in Accounting (LCCI).

Self-motivated, has 20 years of experience and knowledge in Information Technology, Management Information System and System Integration. Adept at managing the Integrate and develop GPS system backend and frontend, overseeing and administrating of all Information Technology Software, Hardware, Database and Network Systems within the corporation. Overseeing all Systems Administration, Server Monitoring, Storage, Backup, Recovery and Data Migration. Plan and design IT Systems Architecture, Operating Platform and Network Systems Infrastructure. Managing development and implementation network infrastructure engineering including Network Server System, WAN, LAN, and Web Architectures.

Apart from having a wide experience in Information Technology (IT), he has also experience working at the Water Treatment/Drinking factory where he manage in all aspect including developing and maintaining budget, managing capital and improvement of the operation, handling machineries and manpowers, plants operation compliance to HACCP and Standard Operating Requirements, negotiation and re-negotiation with wholesale customers, reviewing business contracts, etc.

Supportive to friendly environment, actively involved in the community service and passionate in sport especially Chess where he is currently serving as the Deputy President cum Treasurer of Sabah Chess Association (SCA).

Elinawaty Mohd Aduit
(Legal & Secretarial)

Elinawaty Mohd Aduit has more than 15 years of experience under her belt in legal management. Graduated from UiTM in Diploma in Administration & Bachelor of Law (LLB), she started her career as Legal Executive in Sabah port operations for 5 years. She continued to progress in her career when she was appointed as the Legal & Secretarial Manager in a construction company, Warisan Tarang Construction Sdn Bhd. Consequently, she was seconded to Borneo Highway PDP Sdn Bhd and appointed as the Head, Legal & Secretarial for Borneo Highway Project which is the biggest road project for 5 years.

She joined Smart Sabah in September 2022. Currently, she is responsible for the management and direction of legal department. Provide oversight for the legal compliance of the company, identify and implement the best practices as well as recommend changes in terms of SMART SABAH’s legal structure and policies.

Magdelina Fionna Chang
(Business Development - Corporate & Engagement)

Magdelina, aged 37, Sabahan. She graduated with a Bachelor Degree of Business Studies in Entrepreneurship in 2008. Since then, she runs a bakery business with her spouse from selling in a small coffee shop to operating in a factory, supplying to local major supermarkets in Sabah.

She then joined Honda Malaysia Sdn Bhd, year 2015 as a Network Development Executive in East Malaysia Regional Office managing dealers Sabah and Sarawak. Overlooking the dealers’ new dealership application and setup. Meeting dealer owners and understand their needs while meeting Honda Malaysia corporate identity.

Later on, she joined Maxis Telecommunication Sdn Bhd in 2019 as a SME Accounts Manager handling small medium enterprise corporate accounts. Analise and foresee business needs and requirement to adapt digitalisation in the business. She also runs a dance fitness studio as a hobby but have to closed down due to MCO. Magdelina has an excellent leadership and people management skills.

Stefaniza Ramona Abd Rahman
(Project & Operation)

She is 32 years old from Sandakan, among the pioneer in Smart Sabah corporation since July 2021. She graduated from UiTM in Bachelor of Administrative Science (Hons).

She started her career with Maybank as a Consumer Sales Executive participating in sales activities, handling loan application and data mining for potential customer and source for new business. In 2015, she joined Honda Malaysia as an Area Manager in Sales department for East Malaysia Regional Office. Her responsibilities include, overlooking dealers’ sales performance in Sabah and Sarawak. She contributed her massive corporate sales experiences in Malaysia Airlines, Maxis Telecommunications, Sabah International Diaries, and Regus.

Here in Smart Sabah Corporation, as a Project Manager, she is managing the project administration and responsible for delivering the project. Leads, manages and work together with the project team and vendors, with authority and responsibility from the client, to run the project on a day-to-day basis.
